International Team Leader (F/M/D) - 100% based in Chisinau, Moldova

For the upcoming “Strengthening Trust, Integrity, and Compliance in and between SMEs and Public Sector in Moldova“ (STIC) project, tendered by the Swiss Agency for Development and Cooperation (SDC), we are looking for a results-oriented and innovative International Team Leader (F/M/D) - 100% based in Chisinau, Moldova.

Helvetas, a Swiss organization specializing in development cooperation and humanitarian response, is seeking a results-oriented and innovative International Team Leader to potentially lead the "Strengthening Trust, Integrity, and Compliance in and between SMEs and Public Sector in Moldova" (STIC) project. This initiative, tendered by the Swiss Agency for Development and Cooperation (SDC), aims to enhance the relationship between SMEs and the public sector in Moldova by addressing mistrust, reducing bureaucratic complexity, and fostering a culture of transparency and innovation. The project will support sustainable economic development and align with the government's efforts to combat corruption and streamline business processes. The position is contingent upon Helvetas being awarded the tender.

MAIN TASKS

You will design and drive the change process of strengthening trust, integrity, and compliance in and between SMEs and the public sector in Moldova. You will be the lead facilitator of change across complex governance value chains involving diverse national stakeholders with various profiles spanning the public and private sectors, who themselves are in the lead of the change process. You will lead the overall management of the project through high-quality project implementation, including administrative and financial supervision and coordination with partners and stakeholders. You will provide high-quality strategic steering, technical support, and coordination through trainings/workshops and continuous informal coaching and advice. You will also ensure the development and strengthening of the monitoring and results measurement (MRM) system, as well as knowledge management for steering, accountability, and learning.

Your tasks in administrative and financial supervision will guarantee that the project complies with organizational administrative requirements and procedures, including financial risk management and monitoring, time registration, reporting and controlling needs, preparation of financial statements with partners, and other relevant conditions for a successful project implementation. You will assure cooperation and coordination with other projects supported by Switzerland within the Employment and Economic Development domain, as well as other projects that Helvetas Moldova implemented or projects funded by other donors in the area of economic development and strenghtening collaboration between SMEs and Public Sector in Moldova. You will plan and implement project interventions based on the Leave No One Behind (LNOB) principles.

YOUR QUALIFICATIONS

  • Academic degree (Master’s or equivalent) in economics, development studies, or a related social science.
  • Strong understanding of good governance and policy development, with a desirable focus on increasing anti-corruption and economic development efforts.
  • Strong expertise and at least 10 years of experience in facilitating change processes in challenging environments with diverse stakeholder profiles. Experience working in Eastern Europe/Post Soviet space a plus.
  • Experience in managing and coordinating complex interventions, enabling programs to adopt a facilitation rather than an implementation role, and establishing effective coordination and collaboration with other programs.
  • Strong knowledge and experience in the application of Market Systems Development (MSD) and multistakeholder approaches, including familiarity with the DCED Standards for results measurement, are essential.
  • Excellent facilitation skills and proven experience with change processes, including managing potentially tense situations with strong conflict sensitivity skills, managing group dynamics, identifying dividers and connectors, understanding interactions, and proposing options and alternatives to drive dialogue forward.
  • Adaptability to changing situations, strong networking skills, and a reputation as a neutral, impartial, and credible convener.
  • Fluency in English is required, and a good level of working knowledge in Romanian or Russian.
