The Safer Migration Project (SaMi) is a bilateral initiative of the Governments of Nepal (GoN) and Switzerland led by Ministry of Labor Employment and Social Security and implemented by participating 156 local government in 39 districts. Helvetas Nepal is providing technical assistance to the project. SaMi launched call for bids on 8th November 2020 in Kantipur national daily newspaper and online portals for the procurement of services from Skills Training Management Institutes (TMIs). Enhanced Skills for Sustainable and Rewarding Employment (ENSSURE) is a bilateral initiative of the Government of Nepal (GoN) and the Government of Switzerland implemented by Council for Technical Education and Vocational Training (CTEVT) with technical assistance from Helvetas Nepal. As per the first RFP published by ENSSURE PSU on 8th October 2020 for implementation of 1696 Hours Training with OJT program, minimum required number of bidders are not eligible for further procurement process in Professional Motorcycle Mechanic and Professional Light Vehicle Service Mechanic occupation/s as per the CTEVT’s curricula. Hence, the project re-invites RFP submission to all eligible and interested Training Institutes/Technical Schools/Industry having training facilities with adequate physical infrastructures and Human resources, to implement the training Program/s. Maximum number of the trainees to be proposed is 40 per occupation. Separate proposals should be submitted for each occupation. The proposals of the bidders who have already submitted as per RFP notice on 8th October 2020 will be considered for evaluation or the bidder can re-apply for the same occupation. Query-2: Is there any special provisions for the Janajatis and people from underprivileged group while selecting the participants? Response-2: As long as we do not mention specifically; your concern shall not be valid. 3. Query3: What are the criteria to select the participants for this training? Response-3: We have mentioned clearly about this query in clause(3) of the ToR. 4. Query: Is this training a residential based or of mobile nature? Response-4: It is "center-based residential". 5. Query-5: What about market need assessment? How to link their skills with the Job Markets? Response-5: Market need assessment is not required since the training is to be conducted on the occupation in which returnee has acquired skills during their work either in destination countries or Nepal. This training will act as a bridge course or refresher course to up-skill the existing skill of the returnees. TMIs are expected to contact with the employers for job linkages. But employment linkage provision is not mandatory. 6. Query-6: Which districts / Local communities / come priority? Response-6: Training will be conducted only in 8 districts mentioned in ToR (2) in page 20. 7. Query-7: What precautions we should take during COVID-19 Pandemic? Response-7: Safety and security guidelines of Government of Nepal, Ministry of Health and Population shall be followed. 8. Query-8: Maximum how many trades can a firm submit Proposal for? Response-8: Not restricted by the clauses of RFP, it depends on your technical and financial competencies. 9. Query-9: Maximum no of trainees a firm can submit a proposal for? Maximum no of trainee’s firms can propose in a trade? Response-9: As per response-8. The number of trainees should not exceed 50 persons at a time. 10. Query-10: What is the meaning of True Color Scanning? Response: True color scanning means "color scanning" exactly same with hard copy proposal. 11. Query-11: The files/folders shall be locked individually or in a zipped folder? Response-11: It is bidder's choice but the files relevant to technical and financial must be separate file. The separate files should be protected with separate password (i.e. technical password is separate and financial password is separate). If there are multiple files in technical proposal, it can be split into multiple files. 12. Query-12: If more than one batch of training is to be conducted in same trade, what is the number of cv & documents of instructors to be submitted for RFP? Response-12: It is as per ITC 15 (j). 13. Query-13: How to decide on the number of days the participants should be trained? Response-13: It is in ToR (2) under "Modalities". 14. Query-14: Can an organization conduct training programs in districts other than the registered district? Response-14: Can be conducted based on appropriate feasibility. 15. Query-15: Will 15 days of training make a trainee eligible for NSTB skill test? Answer-15: It will be as per NSTB's discretion and as per various modalities. 16. Query-16: How do we identify migrant returnee from India? Response-16: SaMi shall support in this regard in coordination with local government. 17. Query-17: Who will bear the transportation cost of participants from their home to training center - both way? Response-17: A trainee is solely responsible for both ways. 18. Query-18: What is the upper ceiling for financial proposal? Response-18: There is not upper ceiling of financial proposal. 19. Query-19: What types of documents needed for the proof of organization’s experience? Response-19: Please refer to ITC 15 (i). 20. Query-20: Documents are needed to notarify from public notary Response-20: RFP does not say to notarized. 21. Query-21: Is NGO eligible to bid? Response-21: If NGO passes the eligibility criteria as per ITC (15). 22. Query-22: Who will collect trainees? Response-22: TMI and SaMi. SaMi will facilitate in its project area only and TMI need to collect trainees from all other areas. 23. Query-23: Modalities 2 is applicable only for Ktm valley? Response-23: Yes 24. Query-24: Who will bear the skill test cost? Response-24: SaMi 25. Query-25: The training duration is said to be 7 to 15 days. Is it a regular event on a monthly basis? Response-25: It has been planned twice in month in regular basis till 15 July 2021 but depends on appropriation. 26. Query-26: Is it possible to apply for other occupations rather than CTEVT affiliated occupations? Response-26: CTEVT affiliation is mandatory according to ITC-15 (g). 27. Query-27: It is said that one training center can conduct only 5 training sessions or 50 participants simultaneously. But we have a capacity (space, tools, trainers, facilities) of taking 10-12 training sessions on different occupations simultaneously. Response-27: Can be conducted strictly complying two criteria (i) limiting participants maximum 50 at one time and (ii) COVID-19 pandemic guidelines issued by GoN. 28. Query-28: What is the minimum basic education, experience and qualification of the training coordinator ? Response-28: No specific education qualification for training coordinator is mentioned. But combined competencies are mentioned in ToR /RFP (under clause-3) which must be matched.
