Bai Alai programme is announcing tender for providing consultant services for conducting trainings according to the methodology of studying and identifying gender-sensitive actions with the members of beekeeping cooperatives in Alai and Chon-Alai districts of Osh region.
Bai Alai - Small Business and Income Creation programme in Alai and Chon-Alai is funded by the Government of Switzerland through Swiss Development and Cooperation Agency and implemented by Helvetas Kyrgyzstan in consortium with Aga Khan Foundation. The main goal of the programme is to reduce poverty in aforementioned districts by increasing economic inclusion of producing households in cattle, apiculture, tourism and handicraft sectors. ASSIGNMENT DESCRIPTION
Assignment Title: Consultant services for conducting trainings according to the methodology of studying and identifying gender-sensitive actions with the members of beekeeping cooperatives in Alai and Chon-Alai districts of Osh region.
Location(s): Osh city; Alai and Chon Alai districts of Osh regions;
Assignment periods: 1 July, 2019 – 15 November, 2019
Objective:
With the purpose of empowering women and youth by identifying gender-sensitive actions with the members of Alai-Too Aseli and Chon Alai Baly cooperatives and their spouses, to make benefits acquired by families and to improve the access of women and youth to resources and assets, as well as changes in norms, attitudes and behaviors of the representatives of different generations to overcome gender stereotypes, additionally, strengthening the role of women and their involvement in the decision-making process, both at the household level and at the community level in Alai and Chon Alai districts, a consultant will be hired to conduct trainings on GALS methodology.
For the first time GALS methodology was adapted to the local context and piloted in Kyrgyzstan within of RWEE (Rural women’s economic empowerment) program (via WFP, UN women, FAO, IFAD).
Trainings will be conducted among members of beekeeping cooperatives together with their spouses, who will be trained to the principles of mutual respect and gender equality at the individual, family and local levels.
This consultancy will contribute to the achievement of project results, where members of cooperatives will have the skills and will be able to transform gender relations at individual, family and community levels. GALS methodology encourages collective actions which lead to the achievement of gender equality and it is based on fundamental principles of social and gender justice, inclusion and mutual respect. GALS brings together different stakeholders in the empowerment process, combining 1) tracking/recording of the empowerment process / progress of individuals; 2) quantitative monitoring based on the principles of involvement of other community members and grouping people with the view of collective/participatory planning; 3) result review by all the stakeholders; and 4) applying of quantitative methods for detailed understanding of processes.
Within the framework of this activity, 10 members of “Alay-Too Aseli” cooperative and their spouses from Alay district as well as 10 members of “Chon-Alay Baly” cooperative and their spouses from Chon-Alay district will be mobilized and will be able to use GALS methodology successfully and to spread their knowledge among other cooperative members in order to transform gender relations at the level of households, cooperatives and communities.
1.Tasks:
- Assess the current role/position of women and young people in income-generating activities by studying the Report on identifying obstacles and opportunities in the involvement of women and young people in income-generating activities in Alai and Chon-Alai districts of Osh region in the framework of “BAI ALAI” programme
- After assessing the position/role of women and young people in income-generating activities in households, Gender & Social Inclusion specialist jointly with the business facilitator will develop criteria for selecting members of cooperatives and identify 10 cooperative members and their spouses in Alai district and 10 cooperative members with their spouses in Chon-Alai district.
- The Consultant will design GALS training module and will adapt it in accordance with the context of the region
- The consultant will develop training materials (manuals), handouts for participants in Kyrgyz language, as well as assess the participants' knowledge before and after trainings on conceptual understanding of the basic concepts of gender equality, justice and equality in economic activities. After conducting trainings, consultant will analyze results obtained during the evaluation of the participants' knowledge.
- After identifying 10 cooperative members and their spouses from each cooperative the consultant will conduct a series of two-days trainings separately for the 2 sets of GALS tools (1st is two-days training “Dream” and “Journey to the dream”, two-days training “The tree of happy family” and “The tree of income increase” exception is the “Brilliant” tool) in Kyrgyz language
- The consultant will develop 2 case studies on the results of GALS in beekeeper families and factors contributing to or hindering the implementation of the effectiveness of GALS processes in each district.
- The consultant will facilitate the gender and social inclusion specialist and selected cooperative members, as well as provide necessary advisory support on GALS issues. The consultant will also record progress in the form of monitoring systematically, both at the family level and at the community level. The consultant will develop at least 2 case studies on GALS results in households and in cooperatives in each district.
- At the termination of the contract, the consultant must provide a report in English. The report will include analysis, results, as well as specific recommendations for the promotion of GALS amoung BAI ALAI team and members of beekeeping cooperatives. In addition, there is a possibility that consultant might adapt some tools for the further implementation of the GALS methodology in the following sectors - cattle, tourism and handicraft.
2. Expected results:
The main result of the task is that members of Alai-Too Aseli and Chon-Alai Baly cooperatives will have the skills of strategic planning within families and will have transformed gender relations at the individual, family and community levels, therewith, women and young people will be actively involved in income-generating activities.
3. Application Procedure

- Works, successful stories that person’s competence can be evaluated by
- Commercial proposal with an indication of the cost of work (budget) including all costs associated with this task and work plan (fees, logistics, necessary materials, etc.)
Basic requirements for potential consultants:
- Knowledge of methodologies on study and determination of gender-sensitive actions (GALS)
- Practical experience in the development of the above-mentioned activities and documents with a special focus on gender equality issues and women empowerment;
- Advanced knowledge of training approaches on gender issues;
- The ability to travel and conduct trainings in Alai and Chon-Alai districts of Osh region
- The ability to share knowledge and to transmit this knowledge
- At least 3 years of successful experience in developing such orders.
