Consultant for Endline Evaluation

Helvetas Vietnam is seeking an experienced consultant or team of consultants to conduct the final evaluation of Strategic Approach 1 (SA1) under the USAID Biodiversity Conservation Project. This project, implemented in partnership with WWF and other international organizations, aims to preserve forest quality and wildlife in Vietnam's high conservation value provinces.

Project Overview

Launched in July 2020 and scheduled to conclude in June 2025, the USAID Biodiversity Conservation Project focuses on forest preservation in provinces such as Ha Tinh, Ninh Binh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, and Lam Dong. The evaluation will assess SA1 activities aimed at promoting conservation-friendly enterprises in forest-dependent communities, reducing their reliance on forest resources, and enhancing sustainable income streams.

Scope of Work

The consultant(s) will:

  • Assess the relevance, effectiveness, efficiency, and sustainability of SA1 activities.
  • Review the impact of SA1 interventions on biodiversity conservation and forest protection.
  • Provide actionable recommendations for future project designs.
  • Conduct fieldwork in Quang Binh, Quang Tri, Thua Thien Hue, and Quang Nam provinces.

Deliverables

  • Inception Report: Evaluation methodology and work plan.
  • Draft Evaluation Report: Preliminary findings and recommendations.
  • Final Evaluation Report: Comprehensive analysis with lessons learned and actionable recommendations.

Timeline

The evaluation is expected to be completed by December 20, 2024.

Qualifications

  • Proven experience in evaluating biodiversity conservation, sustainable livelihoods, or community development projects.
  • Familiarity with USAID or similar donor-funded projects.
  • Proficiency in quantitative and qualitative research methodologies.
  • Strong written and communication skills in English and Vietnamese.
