Consultancy for Developing a Training Manual on Circular Economy for Extension Workers
Helvetas is an independent development organization based in Switzerland, with affiliated organizations in Germany and the United States. Since 1994, Helvetas has been active in Vietnam, working across various sectors, including Agriculture, Biodiversity Conservation, Forestry, Eco-tourism, and Rural Economic Development.
Under the SWITCH-Asia program of the European Union, Helvetas is implementing the project “Circular Economy Cocoa: From Bean to Bar.” The project aims to develop circular economy solutions in cocoa and other agri-food sectors, leading to equitable economic growth decoupled from harmful environmental impacts. The project is being implemented over four years (2022-2026) in 6-7 key cacao-growing provinces in Vietnam's Central Highlands and Mekong Delta regions.
Vietnam progressively integrates the circular economy (CE) into its policy and legal framework. This commitment is exemplified by the Government's issuance of Decision No. 222/QD-TTg on January 23, 2025, outlining the National Action Plan for Circular Economy Implementation to 2035. This plan aims to establish a sustainable, circular economy characterized by efficient resource utilization, minimized waste generation, and environmental protection. Its strategic focus encompasses promoting sustainable production and consumption patterns, fostering innovation, and developing novel circular economy models.
The National Agricultural Extension Center (NAEC), a governmental agency under the Ministry of Agriculture and Rural Development and a member of the Vietnam Cacao Development Coordination Board (VCC), is key in advising agricultural policy and supporting cacao value chain development. Helvetas and NAEC are partnering and seeking a qualified and experienced team of experts to develop a Training Manual for Extension Workers to Promote and Implement Circular Economy Practices. Applications should include:
- Technical Proposal: Team composition with CVs highlighting relevant experience and roles of each member; proposed approach and methodology, detailed work plan, and quality assurance procedures.
- Financial Proposal: Detailed costs including number of working days, consulting rates for each team member, budget justification, field travel expenses, and any additional costs. The EU Cost Norms (2022) are suggested to be applied.
