Gender and Social Inclusion Officer

HELVETAS Kyrgyzstan is looking for a Gender and Social Inclusion Officer for the Public Service Improvement project financed by the Government of Switzerland and implemented by HELVETAS Kyrgyzstan and Development Policy Institute

Qualification requirements:

  • Higher education in sociology, management,  public policy or other relevant field
  • Work experience in social and economic development, and international projects no less than 3 years
  • Work experience in gender research, analysis and gender mainstreaming tools
  • Knowledge and experience in working with local governance
  • Knowledge and experience in conflict sensitive project management
  • Experience in participating in elaboration of strategic project documents, and methodologies, guidelines
  • Work experience as a trainer
  • Possibility to travel to the pilot municipalities and regions in the country
  • Skills to work independently and as a team with others
  • Knowledge of Kyrgyz, Russian and English is mandatory

Main responsibilities:
Strategic guidance on Gender and Social Inclusion:

  • Implementation of the overall project’s strategy on gender and social inclusion  in local governance processes
  • Advocacy and national and local policy formulation on gender and socially inclusive public services planning and budgeting
  • Development of tools as needed for crosscutting integration of women in decision-making on local self-government issues and service provision that is geared towards innovative gendered approaches
  • Gender and social inclusion assessment of public services

Knowledge Management and Learning:

  • Document the good practices and lessons on gender and social inclusion from the implementation of the project’s public service improvement methodology and the experiences gathered during implementation in target municipalities
  • Provide input in designing and preparation of materials for dissemination (handouts, brochures, booklets, etc.)
  • Actively contribute to designing and updating of the project’s and national knowledge management and learning mechanisms
  • Represent the project in different learning events, regional workshops and online exchange platforms where applicable

Project cycle management:

  • Ensure that M&E interventions and systems in service improvements reach women and disadvantaged groups as intended in the project plans
  • Design different project templates, follow up on tasks to the field, prepare general information for the reports
  • Provide inputs and feedback  in preparation of reports and project overviews
  • Show readiness for frequent travels within Kyrgyzstan and to work outside office hours
  • Show good communication (oral & written) in Kyrgyz, Russian, and English languages
  • Perform other duties as required
