Consultancy Service on Training Course on Inter-Budgetary Relations in the Kyrgyz Republic

Helvetas Kyrgyzstan, in consortium with Development Policy Institute, is implementing Public Service Improvement project funded by the Swiss Government. The Public Service Improvement project works on introduction of sustainable, effective, efficient, accountable and responsive management solutions in targeted municipalities that address real needs and demands of citizens and that deliver tangible service improvements.

We are currently looking for an experienced consultant/consulting company to provide the development of Inter-Budgetary Relations Training Course for local self-government bodies. The consultant/consulting company will support the PSI PIU team by preparing a training course on inter-budgetary relations in the Kyrgyz Republic along with the necessary course components. The course should specifically cover the recent evolution of inter-budgetary relations in the Kyrgyz Republic the existing plans for its development along with the legislation on local self-government. The international consulting company is to be provided in the period between June and July 2024 and in the overall duration of not more than 23 working days.

MAIN TASKS

Prepare a working plan and draft training course program structure with a description of topics covered within the Kyrgyz context
Develop the training course content and provide the complete training course program along with all the study materials (including presentation, notes, reading etc.)

YOUR QUALIFICATIONS

Demonstrated experience and involvement in at least one recent project regarding local self-government development in the countries of Central Asia and Caucasus with a specific knowledge of the relevant context in the Kyrgyz Republic.
Experience in the preparation of development programs, feasibility studies, business models and/or business plans with regard to nationwide initiatives. Knowledge of the relevant context in the Kyrgyz Republic is an advantage.
Demonstrated experience and involvement in at least one recent project regarding sectoral economic analysis and effects evaluation.
Experience in the development of study/training courses and conducting such courses in Central Asian countries.
Experience of interaction with state agencies regulating the development of local self-government in the Kyrgyz Republic will be an advantage. Work experience in LSG bodies and/or associations of local self-government bodies is an additional asset.
Fluency in spoken and written English, knowledge of Kyrgyz and Russian is an additional asset
