Helvetas and Kyrgyz Ministries Signed Memorandum of Understanding

Helvetas Swiss Intercooperation, in collaboration with the Ministry of Labor, Social Protection and Migration of the Kyrgyz Republic, and the Ministry of Education and Science of the Kyrgyz Republic, is proud to announce the signing of a Memorandum of Understanding (MoU) on collaboration in implementing the Swiss Project “Cheber: Skills Development in Kyrgyzstan”. This significant event took take place on July 5, 2024, in Bishkek.

The MoU ceremony marks the beginning of a trilateral partnership aimed at enhancing vocational skills development, improving labor market integration, and promoting educational reforms in the Kyrgyz Republic. The collaborative efforts will focus on the following key areas:

  • Promoting employment through the organization of short-term non-formal vocational training courses in selected economic sectors, such as tourism and textile
  • Capacitating private sector business and employer associations and training providers to offer market-oriented and inclusive short-term trainings.
  • Strengthening the career guidance system in the Kyrgyz Republic;
  • Supporting the development of a system of validation and certification of professional skills;
  • Assisting the development of relevant regulations and strategic documents to strengthen non-formal education;
  • Supporting youth internships to promote employment;
  • Study of best practices in the field of employment promotion and assistance in the dissemination of proven models of active labor market measures.

Following the signing ceremony, the project's Steering Committee held its inaugural meeting. Comprising eight members from diverse stakeholder categories, including government and private sector representatives, the committee aims to provide a comprehensive, multi-directional perspective to guide project activities. Chaired by Mr. Renaud Vuignier of the Swiss Embassy in Kyrgyzstan, the Steering Committee will oversee the project's implementation, ensuring it aligns with national priorities and optimizes resource use. Additionally, the committee will monitor progress, address challenges, and facilitate effective coordination among stakeholders.
