Development Policy Institute is looking for a National Knowledge Coordinator/Component manager for the Public Service Improvement project financed by the Government of Switzerland through the Swiss Agency on Development and Cooperation and implemented by HELVETAS and Development Policy Institute

Qualification requirements:

  • Higher education in public administration management, law, communications or other relevant social studies field
  • Strong managerial skills
  • Experience in multi-stakeholder coordination at the national level
  • Experience in participating in elaboration of knowledge management relevant strategic project documents, methodologies and guidelines
  • Experience in designing national knowledge and learning mechanisms, dissemination tools
  • Experience in managing knowledge bases/databases/portals is an advantage
  • Demonstrated ability to successfully advocate policy and systemic changes before local and national stakeholders
  • At least 5 years of experience in  designing and implementing projects aimed at institutional  capacity building; particular experience in capacity building of national and local public administration desirable
  • Good understanding of gender and social inclusion mainstreaming into project’s interventions and local development
  • Kyrgyz, Russian and English language skills

Main responsibilities:

Leads the implementation of the project’s Component 2:

  • Provides strategic guidance on project’s knowledge management and learning component
  • Drafting of  projects strategic documents, guidance and tools on KNL
  • In cooperation with national stakeholders (State Agency on Local Self Government and Union of LSGs; and other relevant bodies) provides strategic input into design and coordination mechanism of nationally owned learning and dissemination mechanisms for local self-governments capacity building
  • Provides guidance to and supervises the project’s Gender and Social Inclusion officer to ensure GSE mainstreaming inn the relevant project interventions.
  • Regularly follows and advises the project on relevant national legislation on local self-government, state and municipal service provision, fiscal policy and similar issues in order to coordinate efforts with multi-stakeholders (including other development partners’ projects)
  • Assure communication flow to create linkages and synergies between the two components (Component 1- Service improvement planning and implementation, and Component 2 – Knowledge management and learning)

Project Management:

  • Responsible for planning and implementation of Component 2 annual objectives and activities
  • Supports the overall management responsibility for planning, implementation, coordination, monitoring, reporting and evaluation of all program activities Establish and maintains contact with various partners on national level
  • Represents the project in learning and best practices events
  • Show good communication (oral & written) in Kyrgyz, Russian, English
  • Perform other duties as required
