Working in Fragile Contexts

Close to half of Helvetas’ partner countries can be classified as fragile.

Fragile contexts are places that are exposed to risks such as conflict, natural disasters and economic crises, and where the state and other institutions are unable to adequately respond because they lack sufficient authority, legitimacy or capacity.

Why we work in fragile contexts

The OECD estimates that in 2022 73% of people living in extreme poverty were living in fragile states, and that this number will increase to 86% by the end of the decade. People and communities living in fragile contexts face multiple challenges to determining the course of their lives in dignity and security. In keeping with the promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs) to leave no one behind, Helvetas is committed to supporting people living in fragile contexts.

How we work

Fragile contexts are complex and present many risks and challenges. For more detail on which contexts Helvetas considers fragile, see the map below, which is based on data from the 2022 Fragile States Index. Guided by its Fit for Fragility framework, Helvetas ensures it can work effectively, responsibly, and safely in fragile contexts.

Adaptive Management

We apply a context-responsive, adaptive approach to programme design and management, partnerships, security management and conflict sensitivity.

Voice, Inclusion & Cohesion

In many countries where we work, men and women are unable to claim their rights and participate actively in decision-making processes.

Humanitarian Response

In recent years there has been a global rise in disasters. Earthquakes, droughts, floods and cyclones turn years of development progress to dust overnight.

Conflict Transformation

Sustainable development can only happen in a peaceful context, where human rights are respected and promoted.
